I have introduced the notions of old/new information and the principle of information structure developed in Halliday (1985), Inoue (1982), Kuno (1987), and Prince (1981). Then, I have pointed out that the English passive is a language internal device, which is intentionally used by the speaker/writer to adjust the flow of information in accordance with the principle of information structure.
