{"created":"2023-05-15T10:54:52.056207+00:00","id":4595,"links":{},"metadata":{"_buckets":{"deposit":"5f2eef07-1c9a-4ba8-a8f6-d7e46d89bacc"},"_deposit":{"created_by":17,"id":"4595","owners":[17],"pid":{"revision_id":0,"type":"depid","value":"4595"},"status":"published"},"_oai":{"id":"oai:juen.repo.nii.ac.jp:00004595","sets":[]},"author_link":["14086","14087"],"item_10002_biblio_info_7":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2002-03","bibliographicIssueDateType":"Issued"},"bibliographicIssueNumber":"2","bibliographicPageEnd":"512","bibliographicPageStart":"501","bibliographicVolumeNumber":"21","bibliographic_titles":[{"bibliographic_title":"上越教育大学研究紀要"}]}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"1960年に10.3％だった大学進学率は1971年には26.8％まで上昇した。すなわち，大学進学率はエリート段階からマス段階への移行期であったのがわかる。これはマンパワーを必要としていた産業界からの要請があった。当時の人材開発論，教育投資論，日本的雇用体制がその根底にあったと推察される。また所得の増大により国民の進学意欲も高くなっていった。しかしながら中央教育審議会38年度答申においては抑制策がとられた。大衆化を認めつつ，大学の種別化を図ったことで質の維持を試みたが実現するには至らなかった。そこで中央教育審議会46年度答申においては公式に拡大策に転じている。この答申には2重構造が見られる。またここでも種別化を試み，私立大学においては私学助成で大学の区別をし，質も量も両立させることができると判断した。しかし巨大化した大学に国の財政能力が追いつかなかった。結局のところ，この間の大学拡張に関する政策は何ら強制力も，統制力もなかったと言える。またこの移行期ゆえに発生したとも考えられる大学紛争に対応する政策と法律も現実的な力を持つものでなかった。","subitem_description_type":"Abstract"},{"subitem_description":"This paper reports on the university expansion in the 1960s. In the 1960s, the collegegoing rate has increased rapidly.This was a change from elite to mass, of the rank of people who go to universities. This social phenomenon was caused by the industrial world, thus many people wanted to go to university due to the increase of their fathers' income. Moreovere, Iifetime employment and seniority system were based on the background. In this paper I would like to explore the higher educatinal policy. At first, the Ministry of Education wanted to control the restraint of unversity expansion. The Report of the Central Council for Education in 1963 also emphasized to restrain it. However, the Report of the Central Council for Education in 1971 said that university expansion was accepted politically.
