{"created":"2023-05-15T10:55:01.837450+00:00","id":4793,"links":{},"metadata":{"_buckets":{"deposit":"7419938e-5d33-42c8-aa5a-c3b09b136679"},"_deposit":{"created_by":17,"id":"4793","owners":[17],"pid":{"revision_id":0,"type":"depid","value":"4793"},"status":"published"},"_oai":{"id":"oai:juen.repo.nii.ac.jp:00004793","sets":[]},"author_link":["14657","14658"],"item_10002_biblio_info_7":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2004-03","bibliographicIssueDateType":"Issued"},"bibliographicIssueNumber":"2","bibliographicPageEnd":"649","bibliographicPageStart":"633","bibliographicVolumeNumber":"23","bibliographic_titles":[{"bibliographic_title":"上越教育大学研究紀要"}]}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"本稿は，新潟県における産業空洞化の現状を分析し，その特質を探ろうと試みるものである。1990年代初頭から今日まで10年以上にもわたる長期の経済停滞が日本経済を苦しめており，そのことが同時に各地方の産業的特質を持った地域経済に少なからざる影響を及ぼしている。国民経済全体の構造的変化は当然のごとく地域経済の構造的変化を引き起こす。その国民経済の構造的的変化もまた国際経済の構造的変化の影響を受けて変化するものであり，経済構造あるいは産業構造はひとり独立して変化するものではない。かつて，1970年代の第1次オイル・ショックは重厚長大型の産業（鉄鋼・造船など）に構造的不況をもたらし，軽薄短小型の産業構造（半導体を主力とする電気機械産業・自動車等輸送用機械など）への転換を余儀なくさせた。また1980年代の第2次オイル・ショックはこの軽薄短小型の産業を一層深化させ，産業構造を知識集約型・高度情報通信型のサービス経済化へと高次化させ，今日の高度情報社会を実現させたのである。こうした国民経済の高度のサービス経済化が国内の製造業の比重を低下させるという産業の構成比率の低下という単純な結果を引き起こしたというのではなく，急激な円高と新興工業諸国・地域の急速な経済発展によって日本国内の製造業が積極的に海外へ進出し，生産拠点を海外に移転したことである。このことは二重の意味で日本経済に大きな影響をもたらした。その第1は，国内の製造業が事業所数・製造品出荷額・就業者数など絶対数で極端に落ち込み，そして第2が低価格品の大量流入による国内製遺業の国際競争力の低下である。まさに「価格破壊」といわれる低価格商品の氾濫が国民経済にデフレーションを引き起こしたのである。このダブルパンチによって日本経済はまさに「産業空洞化」の現象を呈し，完全失業率が5．5パーセント超となる長期低迷を余儀なくされたのである。新潟県の地域経済においても例外ではなく，この「産業空洞化」に苦しみ，長期不況にあえいでいる。本稿はこの新潟県の「産業空洞化」に焦点を当て，県内のどの地域，どの産業にそれが最も鋭く現れているかを明らかにしようとするものである。","subitem_description_type":"Abstract"},{"subitem_description":"We try to prove the specialties of the industrial hollowing in Niigata prefecture in this paper. The regional economy of Niigata prefecture is afflicted with industrial hollowing. The industrial hollowing appeared seriously in the center of the prefecture in recent years. The decrease of the manufacturing industries caused the industrial hollowing. The foreign transfer of manufacturing industries as well as the recent deflation set the spurs to the decrease. The industrial structure did not become high, and the regional economy increased to service economy, and fell into decline. Because generally speaking the productivity of service departments is low. Therefore the increase of service economy makes regional productive forces decreasing. The Ministry of Economy, Trade and Industry is promoting the plan of industrial cluster, by which the Ministry supports central, medium and small companies which innovate in cooperation with some universities.
