| 内容記述 | 1950年代後半期の教育行政変容の過程は，従来，法制度的観点から行政機構の中央集権化という変化を軸として特徴づけられてきた。それに対し小論では，教育関係団体・組織の変化に注目することにより，その過程がむしろ法制度上の分権的形式をとりつつ，“任意的”団体を媒介とした行政過程として進行したという点を明らかにする。50年代後半期の「秩序」変容は次の二つの局面をもつものとして捉えられる。第1は，1956年の地教行法制定前後における，都道府県教育委員全関係者の団体秩序の再編，性格変化の過程である。第2は，勤務評定の実施にともなって引き起された，教育委員会と学校，そして学校内部の関係に及ぶ秩序変容の過程である。以下の本論が取り上げるのは，このうち第2の秩序変容の問題（その前半部分）である。 | |||||||||||

| 内容記述 | Traditionally, the changing process of educational administration in the latter half of 1950's has been understood as centralization of power in the administrative machinery. The juridical aspect of the change, especially in The Local Educational Administrarion Law, was emphasized. The policy for enactinig School Administration Rule, and for the teacher efficiency rating system have been explained from this point of view. In contrast, this article presents another standpoint considering educational associations and organizations. Those changes progressed in the form of social and organizational process rather than juridical. The process had two phases as follows ; Phase 1 : The associations of boards of education were reorganized around 1956. It produced a great effect on the educational administration order. Phase 2 : The waves of the changing order spread down to the municipal level and to the school organization. It was, as it were, a molecular process which made discrimination headmasters from other teachers. Phase 1 was a precondition of this process. The purpose of the present study is to clarify the first half of Phase 2. | |||||||||||
