本研究は，2002年5月～9月にかけて神奈川県立金沢東高等学校の選択科目「基礎国際文化」において実施されたアフガニスタン・カブール市の高校生との衛星電話・テレビ電話を通した直接対話の授業実践に関して，その経緯と成果について考察し，今後のグローバル教育における新しい通信メディアの活用と国際NGOとの連携の可能性について検討するものである。この新しい試みでは，テレビ電話による画像と音声を通じて，異なる国籍と文化的背景をもった同世代の若者たちが一人ひとり直接対話した。それは，互いに相手を個別具体的な人格として理解することを可能にさせ，いわばグローバルな市民社会のなかでの相互承認と共感とを体験する新たな可能性を切り開いたといえる。同時に，この新しい試みが通常のカリキュラムとして確立・普及するためには解決すべき課題は多い。たとえば衛星回線の使用料負担や対話相手との調整などである。したがって，PTAなど学校内外の諸団体からの支援や国際NGOとの協力がこれらの課題の解決のために不可欠であるが，同時にインターネット利用によるコスト問題の解決の見通しもある。 |

This study examines both the process and result of learning interactions that occurred in a new trial of global education by using "Direct Talking through INMARSAT Satellite Telecommunications Terminals and Video Phone" between high school students of Kabul city Afghanistan and Japan. This new learning method was undertaken as an elective subject "Basic International Culture" in Higashi-Kanazawa High School in Kanagawa prefecture from May to September in 2002. Moreover this study will examine the practical use of the new communication media and the possibility of connection with transnational NGO for a global education in the future. With this experiment, those young people who have different nationalities and cultural backgrounds could talk each other through this satellite telecommunications terminals and video phone directly. The experiment proved successful for the two parties such that they succeeded in understanding each other as individual concrete characters. And it may be said that this new technique of telecommunications creates some possibilities to experience a new mutual approach in a global civil society. At the same time, many new problems should be resolved so that this new experiment will spread as an established curriculum. For example, there may be a burden of the fee for use of a satellite connection and adjustment for use between other countries. There for, different groups such as PTAs, international exchange associations and some cooperation with transnational NGO's support would be needed for one of the solutions. However, we can point out that there may be some other prospective solutions in which using the videophone proves effective and practical. |
